Microsoft Offers Free Online Computer Courses
Microsoft has always offered a nice array of training resources for consumers. According to a press release, they want to train 2 million people in basic tech skills. This is part of a 3-year initiative called “Elevate America”. The program seems to have two facets, but the one that might appeal to you is the Digital Literacy program that offers five free online computer courses.
According to the press release, “This new Web site helps individuals understand what types of technical skills they need for the jobs and entrepreneurial opportunities of today and tomorrow, and resources to help acquire these skills.”
Because I’m always up for learning, I thought I would take a quick look at the computer courses offered through the new portal. Despite the Elevate America name, I didn’t see anything that made me think people outside the US people would be blocked from the course. I suspect the name has more to do with eligibility for grants.
The portal offers 5 online classes in two different versions. These include:
Computer Basics
The Internet and the World Wide Web
Productivity Programs
Computer Security and Privacy
Digital Lifestyles
You may be wondering more about the “Productivity Programs”. If you read the short description, it references word processors, spreadsheets, presentation programs and databases. The demos themselves show Word, Excel and so on.
The two versions differ by operating system and program version. As you might guess, the courses are Windows-centric. Yes, that means you have to take the course with Internet Explorer. The Original Version uses images and text from Microsoft Windows XP and Microsoft Office 2003. Version II uses Microsoft Windows Vista and Microsoft Office 2007. You are not required to have Microsoft Office.
Getting to the Online Tutorials
The Elevate America portal includes more than online computer courses such as certification information or additional training centers. If you’re a non-profit, you might want to look at some of their community offerings, which is why I’m starting here.
1. With Internet Explorer, navigate to http://www.microsoft.com/elevateamerica.
2. Scroll to the bottom and click the Get Started Now button under the Get the Basics block.
3. Scroll to the bottom of the Digital Literacy home page and select your language and click Go.
4. On the next page, choose the curriculum version you need. Courses are the same; it’s just the screen shots and steps that differ.
5. Make a course selection.
Although these are considered “online courses”, you can download them to your PC. This might be handy if you’re heading someplace that has slow internet access.
First impressions
On balance, I think the courses are a nice offering. Each class can take between 2-3 hours although you don’t need to do them in one sitting with the exception of the test. The classes are nicely organized with discrete topics. The system allows you to view specific topics or search for content.
Before you start, I strongly recommend you view the Navigation Overview section for your class. This segment introduces you to a unique navigation system on the bottom of the panel. At first, I didn’t like it but grew to appreciate it. It segments content so if you just want to see multimedia content, you can click the dedicated icon.
Although I liked the usability aspects of the navigator, there were other items I disliked. To begin, I couldn’t get the courses to operate on my notebook. I got an error stating the program requires a minimum screen resolution of 1024 x768. My notebook setting was 1280x720.
I also disliked that a course, at times, opens too many browser windows. In some cases, a demonstration would play in the same window. Other times, such as when I clicked the Launch button, two more browser windows opened. In some cases, the window was not sized correctly and I couldn’t maximize it. This resulted in me hunting for some of the controls that weren’t fully viewable. This time I was using a monitor with more than the minimum required size: 1152x854.
I wouldn’t let my observations deter you from trying any of these free online computer courses. While I didn’t take all the classes, I think there’s enough good content for most people. If you need more training you might consider some of the other online software training vendors we’ve reviewed.

Courses
These courses include college credit as well as non-credit professional and personal development courses. They may be web-based, or delivered by other technologies, such as print-based (correspondence) materials.

Yale English Language Institute
Mission:
The program seeks to help international teaching assistants develop the skills and practices necessary to be successful in their teaching roles at the university. To achieve this end, the program provides training, information, and resources related to English-language development, cross-cultural classroom dynamics, and effective communication practices.
For more than thirty years Yale’s English Language Institute has had the privilege of providing language training to a distinguished group of scholars and future leaders. From government officials to faculty members to ground-breaking medical researchers, students in our courses have represented a diversity of professional interests, talents, and career paths. It has been our honor to know these students and to offer the language training that has helped to support their academic goals. As a member of this tradition, we hope you will choose to continue English language training through our courses and tutorials.
Our Courses:
Serving as a teaching assistant is both rewarding and challenging. To help first-time international teaching assistants prepare for their responsibilities, Yale offers language training in the form of specific courses and individual language instruction. Although these courses are not required, we strongly believe that improving your language and communication skills will greatly enrich your experience at Yale and allow you to have greater confidence in academic settings and future professional interactions.
Our fall and spring term courses will provide structured language and teaching development opportunities in small class settings. Each class will address the language proficiency and cross-cultural issues that affect teaching. Most classes also give students the change to integrate linguistic and teaching skills by means of activities that reflect authentic teaching scenarios.
The English Language Institute, with its tradition of more than forty years as the official program of English language instruction to non-native speakers in the Yale community, will offer the following courses for the fall term of 2008. These courses will begin the week of September 22nd and continue for eleven weeks. No classes will be held during Yale's Thanksgiving break. More information will be posted on September 3rd.
Courses are designed for graduate and professional students, postdoctoral students, research fellows, and visiting scholars. Students not in these categories may be admitted to classes with permission of the director. Because of the strong academic orientation of these courses, students are responsible for completing all assignments, whether written or oral. As with any language course, regular attendance is essential to advance skill levels as well as to receive course credit. Excessive absences will result in the loss of credit for the course.
At the conclusion of the course, students who have successfully completed all requirements, including the attendance requirement, will receive an official certificate. Reports evaluating graduate and professional students, including the letter grade received for the course work, will be sent to relevant departments and to the graduate school.
TO MEET INSTRUCTORS AND TO RECEIVE MORE INFORMATION ABOUT FALL COURSES, PLEASE PLAN TO ATTEND AN ORIENTATION/INFORMATION SESSION ON WEDNESDAY, SEPTEMBER 17TH, 5-6 P.M., ROOM 100, CENTER FOR LANGUAGE STUDY, 370 TEMPLE STREET. AT THIS MEETING STUDENTS WHO TOOK THE SPEAK TEST IN AUGUST WILL RECEIVE ASSESSMENTS IF THEY DID NOT SCORE A 50 ON THE TEST.
CLASS SIZE WILL BE LIMITED. STUDENTS SHOULD REGISTER IN ADVANCE TO ENSURE A PLACE IN THE COURSE OR COURSES THEY HAVE CHOSEN.
REGISTRATION WILL TAKE PLACE THE WEEK OF SEPTEMBER 15th AT THE ENGLISH LANGUAGE INSTITUTE OFFICE, 55 WHITNEY AVENUE, SUITE 430. AT THIS TIME STUDENTS MUST COMPLETE A REGISTRATION FORM AND SUBMIT PAYMENT.

The NSTS
The pioneer
The NSTS - English Language Institute was founded in 1963 and was the first English Language school to operate in Malta. We adopted a policy of quality that reverberated internationally and fostered a steady increase in demand. 20 years or so later NSTS expanded into providing tuition all year round while others started to open summer schools and replicate programmes.
The founder of FELTOM
NSTS founded the Federation of English Language Teaching Organisations (FELTOM) in 1989 to promote quality standards nationally. It endowed it with codes of conduct for good practices, led it over the years into becoming internationally recognised as the quality overseer for Malta, and into the Ministry of Education and Ministry of Tourism enacting legislation specific to English Language Teaching (ELT).
NSTS-English Language Institute today
NSTS maintains its academic leadership as it renews itself through a critical process of reviews of its teaching methodologies and analyses developments in the market place to maintain relevance to the current needs of its learners. Its International Teacher Training Centre prepares prospective teachers for local qualifications and the renowned international teaching certificate of the University of Cambridge (CELTA).

Are You Speaking Your Customers Language?
by: Greg Rosner
Topics: Special Topics
Description: Organizations are increasingly dealing with a multilingual customer base. Is a language service provider a viable option for your contact center?
--------------------------------------------------------------------------------
Call center agents often find themselves interacting with limited English-speaking callers. Many centers rely on their staff’s language capabilities to bridge the communication gap, which can be especially difficult in a phone-based environment where the lack of visual cues exaggerates verbal communication barriers. This begs the question: Do the existing language capabilities of our agents reflect the language demands of our customers?
Translation services firm thebigwordGroup recently conducted a research study to see how well bank and insurance call centers in the U.K. handled callers speaking limited English. Calls were placed to 15 of Britain’s major financial services providers between January and May 2007. The calls were made to nationally advertised numbers with the aim of opening a bank account.
Calls were made by 12 researchers, each speaking a different non-English language. The researchers were all non-English speakers and residents of the U.K. Each researcher was given a script to work through. They first asked, in their own language, to speak to someone who could understand them. The researcher then rated the responses on how the call was managed.
The choice of languages was based on the most widely spoken European languages in the U.K., including: French, Italian, German, Spanish, Slovakian, Portuguese, Bengali, Turkish, Udu, Somali, Czech and Polish.
The results: Of 180 calls made, only three resulted in a solution to the language barrier and the researchers obtaining the information they required. Researchers reported that they did not receive an overall positive customer experience in 92 percent of the calls to banks. For insurers the figure was 84 percent.
This report demonstrates that the U.K.’s leading financial services companies are failing to provide sufficient customer service levels and are unable to communicate effectively with a large number of their potential customers. Some British financial services providers may be taking measures to overcome language barriers at high street branch level. However, there is still a striking lack of services available to support inquiries made by limited English speakers to bank and insurance company contact centers.
The basics of Telephone Interpreting
With the native languages of new citizens and the fact that many companies are undergoing global expansion, having a robust language service in place enables contact centers to improve penetration into this new customer base.
Telephone Interpreting integrates easily within a call center environment. A customer service agent will typically follow these five simple steps:
Identify the language of the caller.
Call a dedicated free-phone number.
Dial or state the language that the caller requires.
Wait for connection to a telephone interpreter.
The agent, caller and telephone interpreter engage in a three-way conversation.
Is It Right for Your Center?
In deciding whether Telephone Interpreting is right for your call center, consider an external and internal view of language interaction:
Understand what languages your customers are speaking. Your starting point should be to realize the language requirements of your customers. Is there any fluctuation in languages spoken by your customers?
The language capabilities of your own staff. You should then understand the language capabilities of your own staff. Is your staff able to provide appropriate levels of customer service to limited English speakers?
Your final assessment may conclude that there are instances where service levels are failing and your sales, marketing and customer service strategy may not be fully aligned. In this case, telephone interpreting can be a realistic and simple solution.
Five Tips for selecting the best partner
Consider the following five points before engaging a professional languages services provider.
Telephony issues. To connect to a telephone interpreting service, your phone system generally should support teleconferencing. If yours does not have this functionality, look for vendors who can host teleconferences; however, be aware that this may affect the cost of the call.
Service levels. Look for a supplier who provides telephone interpreting in languages aligned with your customers’ language requirements. This service should be available 24x7 as an on-demand service with a dedicated number for your agents to call.
Interpreters. Make sure that all telephone interpreters are native speakers of your customers’ required languages, and understand the types of calls your business manages.
Training. Choose a supplier who offers consultancy, training, elearning and instruction guides to your specifications to ensure the service is picked up across your call center(s).
Billing. Make sure that you are only paying for the time you use the interpreter. Ideally, calls should be billed per-second so that there is no rounding-up.
The bottom line is, the concept of telephone interpreting is very simple: when communication is ob-structed by a language barrier, access to an interpreter on the telephone quickly provides a solution.

Spanish Language Schools
Language experts and students agree that studying Spanish in a Spanish speaking country is the fastest way to learn to speak sentences and gain basic conversational ability. It is a great first step to becoming fluent in Spanish. Oftentimes people who travel or live briefly in a hispanic country seem to pick up Spanish with amazing speed, even without studying. Yet while those who are self-taught can often communicate basic concepts and ideas to the locals, their grammar usually suffers, and their conversational syntax often resembles that of Tarzan.
Studying intensive Spanish courses in a language school is a great way to quickly bring you up to speed with the basics of grammar, while giving you plenty of exposure to locals with whom you can practice your language skills. Many students report learning up to ten new vocabulary words a day.
Yet these international programs don't come without a price, and so therefore we would like to let you know that you can actually study at language schools in spanish speaking countries, without it having to cost you an arm and a leg. Indeed, if you just go by the listed price for some of these institutions, the costs can be astronomical. But look again. First of all, there is plenty of selection. Without compromising quality, you can get a great deal on language classes at a certified school in a hispanic nation, without having to pay full price. Scroll down below, where we also have you entertain the option of looking into a scholarship for your study abroad program, if you are going through your university. There are many scholarships out there, making tuition cheap or free for language courses in Spanish speaking countries, you just have to know how to find them.
Price considerations aside for the moment, here is some more info on what taking classes in a foreign country is like: Spanish language schools are usually placed in big cities or in University towns, where it will be easy for language learners to find young, friendly locals to go out with and talk to. Most hispanic countries are famous for being incredibly hospitible, and foreigners feel very welcome. Indeed, it is an open secret that people often go abroad to study Spanish with ulterior motives. Whether it's the great surf in Costa Rica, the Andean ski resorts near Santiago, Chile, the Parisian boulevards and delicious steakhouses in Buenos Aires, Argentina, the all-night parties and sunny beaches in Spain, or the historic splendor of Mexico, students often learn a lot more than just the Spanish language while studying abroad.
Browse this list of Study Abroad programs in Spanish speaking countries that offer language courses at basic, intermediate and advanced levels of instruction:
Costa Rica
Mexico
Spain
Argentina
Chile
Listing Spanish schools by country, we hope to be a convenient resource for you to find the school that you want to go to, in the country that you want to be in. Use this as a starting point in your search for the best study abroad program for your Spanish language learning needs. Of course, simply listing language schools in spanish-speaking countries might not be enough for you.
We understand that you want to know where you can find the lowest prices on tuition to study abroad at an international language institute in a Spanish speaking country. Well, finding the cheapest discounts and lowest prices on language institutes abroad is what we're all about. After all, we're here to make Spanish learning easy. But every year tuition changes, so here is our advice: don't just throw down a few thousand dollars on the first international Spanish program that pops up on your screen. We show you the best deals on international Spanish programs, because we list all of the programs.
We also would like to let you know that oftentimes Spanish programs in foreign countries don't fill up. They may fill up a third, or half, or two thirds of the students, but leave many vacancies. Now, like the smart businesses they are, these schools are not going to just advertise that they are offering programs at bargain basement prices. They want to make it seem like everybody and his perrito is signing up for their Spanish course and they are the best course in the world. Well, we won't make any judgements about the quality because there's nothing - apart from the consumer reviews that you should research - that would tell that they are anything but stellar. But as with any business, these classes just don't fill up all the time.
So now is the time to strike. Get in on clearance prices for language classes in Spanish speaking countries. They don't call it "bargain-basement" price for nothing. You have to haggle and bargain with the people who are running the program. Pick up the phone - it doesn't matter that you don't speak Spanish yet, as an international language academy they should have somebody on hand to speak with you - and tell them you are interested in their program, but that the listed price is too much. Be persistent, and if the final days of enrollment are coming up, and there are plenty of empty seats in the classroom, then you might be able to strike a deal on language classes in Chile, Argentina, Spain, Mexico, Costa Rica or whichever hispanic country you would like to take Spanish classes in, for the lowest price possible.
Scholarships
Many language schools in spanish speaking countries are actually organized through established universities in the United States and Europe, and so when you pay the fees for these language programs you typically pay them directly to the University you are attending, or temporarily attending for the purpose of the study abroad language classes. Well, as is common with practically all major, legitimate and established universities, it is quite possible to get a scholarship directly through your school's endowment, or through the myriad funds available to students, who meet the funds' specific requirements. Even if you think you wouldn't qualify for a scholarship, you probably do. So before just slapping down the bucks, do a little bit of research and you'll most likely discover some incredible savings and discount prices on the language classes that you want to take in a Spanish speaking country.

Tibetan
The UVa Tibetan Studies Program is pleased to announce its Summer Language Institute. Learn two years (12 U.Va. credit hours) of Tibetan in an intensive atmosphere guided by three instructors. You will read, write, speak, and live Tibetan for nine weeks, while also learning about Tibet's unique culture. Come and learn why intensive summer study is the most enjoyable and efficient way to learn a language!
Learning Tibetan is a great preparation for travel and study abroad in one of Asia's most fascinating cultures and striking environments across the Tibetan plateau, or for studying the religious life and literature of one of the greatest Buddhist cultures in Asia.
Summer is almost here -- spend it on Mr. Jefferson's beautiful grounds learning to speak and read about mountains, Himalayan communities, and monasteries! The 2009 program will be led by Professor Tsetan Chonjore, one of the most experienced and skilled teachers of Tibetan in the world, along with two native Tibetan assistants.
The program will focus on modern spoken and written Tibetan according to the Central Tibetan dialect and is oriented towards producing hearing and speaking proficiency. Students will learn both print as well as cursive script, a unique aspect of the program. In addition, it will utilize new multimedia materials being developed by the Tibetan Language Learning Resources from original film shot in Tibet. The last unit of the summer will offer a bridge to classical literary Tibetan on the basis of mastery of modern Tibetan.
Attendance in all three sessions (morning, afternoon, and evening) is required of all students, regardless of whether they are enrolled for credit or non-credit. Furthermore, every student, regardless of type of enrollment, must earn a passing grade in each class of the first half of the SLI in order to participate in the second half of the program. Virginia undergraduates may fulfill their language requirements with Literary and Spoken Tibetan I and II (RELB 500S and RELB 501S).
The SLI Tibetan Summer program will have a residential component this year in the French House at UVa, a beautiful, recently renovated mansion, first built in 1896 in the Queen Anne style of architecture. The mansion has a large living-room, library, seminar room, and dining room. It provides students a stimulating and near-immersion environment in which to learn Tibetan, while facilitating a close-knit sense of community for those committed to learning Tibetan language and culture.
A trained Residence Director who is fluent in Tibetan will live with the students in the house and encourage the use of Tibetan in everyday life. The RD will be available in the evenings to answer linguistic or other questions or simply to chat with students who wish to practice their conversational skills.
To reserve a space in the language house, please contact Conference Services.
Visiting high school students are not eligible for University Housing.

Chinese language
Chinese or the Sinitic language(s) (汉语/漢語, pinyin: Hànyǔ; 华语/華語, Huáyǔ; or 中文, Zhōngwén) is a language family consisting of languages mutually unintelligible to varying degrees.[3] Originally the indigenous languages spoken by the Han Chinese in China, it forms one of the two branches of Sino-Tibetan family of languages. About one-fifth of the world’s population, or over one billion people, speak some form of Chinese as their native language. The identification of the varieties of Chinese as "dialects" instead of "languages" is considered inappropriate by some linguists and Sinologists.[4]
Spoken Chinese is distinguished by its high level of internal diversity, although all spoken varieties of Chinese are tonal and analytic. There are between seven and thirteen main regional groups of Chinese (depending on classification scheme), of which the most spoken, by far, is Mandarin (about 850 million), followed by Wu (90 million), Min (70 million) and Cantonese (70 million). Most of these groups are mutually unintelligible, although some, like Xiang and the Southwest Mandarin dialects, may share common terms and some degree of intelligibility. Chinese is classified as a macrolanguage with 13 sub-languages in ISO 639-3, though the identification of the varieties of Chinese as multiple "languages" or as "dialects" of a single language is a contentious issue.
The standardized form of spoken Chinese is Standard Mandarin (Putonghua / Guoyu / Huayu), based on the Beijing dialect, which is part of a larger group of North-Eastern and South-Western dialects, often taken as a separate language, see Mandarin Chinese for more, this language can be referred to as 官话 Guānhuà or 北方话 Běifānghuà in Chinese. Standard Mandarin is the official language of the People's Republic of China (PRC) and the Republic of China (ROC), as well as one of four official languages of Singapore. Chinese—de facto, Standard Mandarin—is one of the six official languages of the United Nations. Of the other varieties, Standard Cantonese is common and influential in Guangdong Province and Cantonese-speaking overseas communities, and remains one of the official languages of Hong Kong (together with English) and of Macau (together with Portuguese). Hokkien, part of the Min language group, is widely spoken in southern Fujian, in neighbouring Taiwan (where it is known as Taiwanese or Hoklo) and in Southeast Asia (where it dominates in Singapore and Malaysia).

Heritage Language Research Institutes
The research institutes will address a pressing need for empirical data on the grammar of heritage language learners, using methodologies developed by Maria Polinsky in her pilot studies, which are designed to be replicable across languages.
Grant Cycle Years: One through Four (2007-2010)
Project Director: Maria Polinsky (Harvard University)
Project Evaluator: Nancy Hornberger (University of Pennsylvania)
Selected researchers will represent various languages and language groups and will participate in a yearly symposium, led by Polinsky, where they will exchange ideas, report on their research and set the next stage of a research agenda. The institutes will inform all Heritage Center projects.
